Quebec Suspends Immigration Applications as Part of New Levels Plan

Quebec has announced the suspension of two significant immigration programs as part of its strategy to manage immigration numbers for 2025. 

The province will halt applications under the Quebec Experience Program’s Quebec Graduate Stream and invitations under the Regular Skilled Worker Program (RSWP), which is set to transition to the Skilled Worker Selection Program (SWSP) on November 29, 2024. Immigration Minister Jean-Francois Roberge confirmed that these measures will remain effective until June 30, 2025.

While applications for the Quebec Graduate Stream are suspended, the province will continue processing submitted applications. Selected applicants will still be able to advance their immigration process and include family members in their applications. 

This change is expected to reduce admissions for the Quebec Graduate Stream in 2025 to between 13,500 and 15,000, a decrease from the previous range of 15,000 to 19,000.

Similarly, while the RSWP invitations will be paused, those already selected can submit their applications within 60 days. Existing applications will continue to be processed as normal despite the suspension. 

The Quebec government’s decision reflects a concerted effort to regulate immigration and ensure that the province can manage its intake effectively, especially as it prepares to transition to the SWSP.

These changes are significant for potential immigrants and the province’s labor market, as Quebec aims to balance its economic needs with the challenges of managing immigration levels. The province’s approach will likely influence its demographic and workforce dynamics in the years to come.
