Quebec’s immigration authorities have conducted a new round of selections through the Arrima Expression of Interest system, issuing 1,650 invitations to prospective immigrants.
Based on data extracted as of September 16, 2024, the selection round focused on two specific groups of candidates.
The first group required applicants to have a minimum level 7 proficiency in French, according to Quebec’s language standards, along with a minimum score of 573 points on the Quebec Expression of Interest points system.
The second group also required a French proficiency level of 7 but targeted candidates with job offers outside the Montreal metropolitan area. There was no minimum points requirement for this second group.
Candidates seeking to immigrate to Quebec begin the process by submitting an Expression of Interest (EOI) through the online Arrima portal.
These profiles are ranked using a points system and remain valid for 12 months. Periodically, candidates with the highest scores are selected and invited to apply for a Quebec Selection Certificate (CSQ) under the Quebec Skilled Worker Program.
Once invited, applicants have 60 days to submit a complete application. Those who successfully receive a CSQ can apply to the federal government for permanent residence in Canada.
The Quebec Expression of Interest points system ranks candidates based on two main categories: human capital factors and Quebec labor market factors. Points are awarded for French proficiency, age, work experience, and education.
Labor market factors include experience in fields facing labor shortages, qualifications in areas of training relevant to Quebec, and job offers inside or outside Greater Montreal.
Under the system, candidates and their spouses or common-law partners can earn up to 1,320 points. It is designed to assess human capital and labor market potential relevant to Quebec’s needs.
