
On November 29, 2024, Quebec unveiled the Skilled Worker Selection Program (SWSP) to replace the Regular Skilled Worker Program (RSWP).
The updated program introduces new eligibility requirements and specific streams to align with Quebec’s labor market needs. However, invitations for permanent selection applications are suspended until June 30, 2025, as the province finalizes its multi-year immigration plan.
To qualify for the SWSP, applicants must meet general requirements. The applicant must be 18 years old and intend to work for a Quebec employer. The job must not involve businesses under the applicant’s control or belong to prohibited industries, such as payday loans or adult entertainment.
Applicants must sign a financial self-sufficiency contract and demonstrate they can support themselves and their families for three months. A values certificate showing knowledge of Quebec’s democratic principles is also mandatory. Those with Quebec study scholarships must comply with return obligations if applicable.
The program offers four streams.
The first is for highly skilled professionals. Applicants in this stream must have a diploma equivalent to Quebec’s educational standards, at least one year of full-time work experience in the past five years, and advanced French proficiency.
The second stream targets tradespeople and manual workers. Eligibility requires a secondary school diploma or vocational training, two years of work experience, and intermediate-level French skills. At least one year of work experience must be in Quebec.
The third stream focuses on regulated professions. Applicants must secure recognition of their credentials or partial licensure from Quebec’s regulatory authorities. They have up to a year after receiving an invitation to complete this requirement.
The fourth stream is for exceptional talent. Applicants must demonstrate significant achievements in strategic economic sectors, research, the arts, or sports. They also need at least three years of work experience and high French proficiency in the past five years.
Quebec has paused invitations under the SWSP until mid-2025 to ensure the program aligns with new immigration objectives. The updated program reflects Quebec’s efforts to attract diverse talent while addressing labor market demands.
