The Canadian government’s recent decision to reduce its overall immigration targets is set to significantly impact the Provincial Nominee Program (PNP), with planned admissions through the PNP slashed by more than half for 2025. The revised target is 55,000 newcomers, substantially dropping from the 120,000 previously projected in 2024.

Provinces that have relied on the PNP to address localized labor market needs will now face a major reduction in the number of immigrants they can nominate for permanent residence. 

Traditionally, the PNP has enabled provinces to select candidates suited to their unique economic requirements, offering high flexibility. However, with the reduced targets, these regions must prioritize nominations more selectively, focusing sharply on critical labor needs.

The changes will also affect Express Entry-linked streams under the PNP, where nominated candidates currently receive an additional 600 points. This practically ensures an invitation to apply for permanent residency in the next draw. However, the frequency of these draws remains uncertain, making the process more competitive.

The cuts in larger provinces such as Ontario and British Columbia mean fewer PNP slots. In 2023, Ontario welcomed over 206,000 immigrants, with only 10 percent coming through the PNP. In contrast, PNP admissions make up a majority in Manitoba and Saskatchewan, where job offers or specific skill requirements drive demand.

Prime Minister Justin Trudeau and Immigration Minister Marc Miller have suggested provinces should focus more on providing detailed labor market data to support their PNP allocations. Though competition for PNP nominations is expected to increase, candidates, particularly those with work permits in Canada, still have potential paths to secure permanent residency.
