A prominent organization collaborating with Canadian nursing regulators advocates adopting the Pearson Test of English (PTE) Core for most work and visa applications in Canada. This Canadian Nurse Regulators Collaborative (CNRC) recommendation affects licensed and registered practical nurses, registered nurses, and registered psychiatric nurses. 

However, applicants using the Student Direct Stream (SDS) are excluded from this recommendation.

This endorsement follows Immigration, Refugees, and Citizenship Canada’s (IRCC) recent inclusion of the PTE Core in late January. As of February 12, the PTE Core has joined the Canadian English Language Proficiency Index Program (CELPIP) and the International English Language Testing System (IELTS) as an accredited English language proficiency test for federal Express Entry-related immigration programs.

The PTE Core is a two-hour computer-based test to evaluate speaking, listening, reading, and writing skills. It is particularly tailored for vocational candidates and emphasizes practical language use rather than academic contexts.

For the Federal Skilled Worker (FSW) program, candidates need a minimum Canadian Language Benchmark (CLB) or Niveaux de compétence linguistique canadiens (NCLC) level 7 across all language areas to receive points for their first official language. 

A CLB or NCLC level 5 is required for a second official language. Under the Federal Skilled Trades (FST) program, the required levels are CLB or NCLC 5 in speaking and listening and CLB or NCLC 4 in reading and writing. The Canadian Experience Class (CEC) program requires varying language levels based on job classifications.

Canada’s immigration system incorporates federal and provincial pathways, including the Express Entry system and Provincial Nominee Programs (PNP), which allow skilled workers to apply for permanent residency. Candidates with high Comprehensive Ranking System (CRS) scores are invited to apply and must submit a complete application within 90 days.
