Manitoba, Newfoundland, and Labrador are prepared to accept more asylum seekers to alleviate the pressure on Quebec. However, both provinces call on the federal government to increase its financial support for these efforts.
Manitoba Premier Wab Kinew has emphasized federal assistance, citing the province’s current housing and social service demands. Newfoundland and Labrador Premier Andrew Furey has also expressed willingness to accommodate more refugees.
The premiers of these provinces, along with other regional leaders, met in Halifax from July 15 to 17. Their discussions focused on improving the distribution of asylum seekers across Canada and seeking additional federal support.
The leaders have highlighted the urgent need for flexible funding to address the housing crisis. They noted that Canada’s housing affordability issues require tailored responses to meet local and regional needs, particularly as the number of asylum seekers rises.
Premiers across Canada are calling for a fairer distribution of asylum seekers based on provincial capacities and financial support. They have urged the federal government to expedite the processing of genuine asylum claims and collaborate with provincial and territorial governments to manage the influx.
Quebec Premier François Legault is advocating for reducing the number of asylum seekers entering his province. He has requested that some asylum seekers be redirected to other provinces.
Similarly, Alberta Premier Danielle Smith has reported that her province struggles to accommodate the influx of asylum seekers. Premier Doug Ford of Ontario has criticized the federal government for delays in issuing work permits to refugees.
Quebec has a unique immigration system, operating its own selection process for skilled workers through the Arrima portal. Applicants must first obtain a Quebec Certificate of Selection (CSQ) from the Ministère de l’Immigration, de la Francisation et de l’Intégration before applying for permanent residence with Immigration, Refugees and Citizenship Canada (IRCC). The federal role is primarily limited to health and criminality checks during this process.
