Canada to Launch New Biometrics Reporting App for Immigration Compliance

The Canada Border Services Agency (CBSA) is set to launch a new app to enhance immigration enforcement efforts. The app ReportIn will allow individuals under immigration enforcement conditions to report to authorities remotely without the need to attend in person. The Canadian government has allocated up to $25 million for this initiative.

ReportIn will be available for download on smartphones and will include biometric verification to confirm users’ identities.

The app’s development involves collaboration with Amazon Web Services (AWS). Although the app will collect the user’s location when they report, the CBSA emphasizes that it will not constantly track users.

This app is intended to simplify the reporting process for individuals under immigration enforcement, particularly those ordered to leave the country. 

Approximately 2,000 people receive removal orders annually, and the CBSA hopes that ReportIn will help locate them more effectively.

Canada has been collecting biometric data for certain immigration applications since February 2023, resuming this practice after a three-year suspension due to the COVID-19 pandemic. Biometrics are required for individuals applying for temporary residence, work, or study permits and those seeking to extend their stay or restore their status in Canada. However, there are several exemptions, including for Canadian citizens, children under 14, and applicants over 79.

The IRCC charges fees for biometrics collection, with individual applicants paying $85, while families and groups may incur reduced costs. Collected biometrics, such as fingerprints and photos, are encrypted and securely stored in a government database. 

This data may be shared with law enforcement agencies within Canada and, under certain conditions, with foreign governments.

Introducing the ReportIn app marks a significant step in modernizing Canada’s immigration enforcement processes.
