Canada Introduces New Programs for Caregivers to Gain Permanent Residence

Canada is launching two new pilot programs that will allow eligible foreign caregivers to obtain permanent residence (PR) upon their arrival, as announced by the Minister of Immigration, Refugees, and Citizenship (IRCC).

These programs will enable home care workers to secure permanent jobs quickly and work for organizations providing temporary or part-time care to semi-independent individuals or those recovering from injuries or illnesses.

According to IRCC, this initiative simplifies the process for international caregivers to find good jobs with reliable employers and quickly gain resident status upon arriving in Canada.

Immigration Minister Marc Miller highlighted the crucial role caregivers play in helping Canadian families and stressed the importance of government programs in acknowledging their contributions.

Minister of Small Business Rechie Valdez added that it’s time to appreciate those who have cared for many families in Canada.

To apply for these pilot programs, foreign caregivers need to:

Achieve at least level four on the Canadian Language Benchmarks (CLB)

Have the equivalent of a Canadian High School Diploma

Possess recent and relevant work experience

Secure a full-time home care job offer

Canadian authorities plan to admit over 15,000 caregivers as permanent residents under the 2024-2026 Immigration Levels Plan. 

Since the launch of the Home Care Provider Pilot and the Home Support Worker Pilot in 2019, about 5,700 caregivers and their family members have already gained permanent residency as of April 30, 2024.
