Record-Breaking Number of Invitations to Apply (ITAs)

In a historic move, IRCC has issued more than double the number of Invitations to Apply (ITAs) in 2023 compared to 2022. According to the year-end report for 2023, IRCC issued a remarkable 110,000 ITAs across 42 Express Entry draws from January 11 to December 21, 2023. This represents a staggering 136% increase from the 46,539 ITAs issued in 2022.

Overview of the Express Entry System

The Express Entry system is designed to streamline and expedite the processing of economic immigration applications. It encompasses three main programs:

Federal Skilled Worker Program (FSWP)

Canadian Experience Class (CEC)

Federal Skilled Trades Program (FSTP)

Candidates are ranked using the Comprehensive Ranking System (CRS), which scores applicants out of 1,200 points. Those with the highest scores are most likely to receive an ITA.

New Category-Based Selection Draws

A significant change in 2023 was the introduction of category-based selection draws. Unlike general draws, these targeted specific occupations or language skills. This new approach was evident as the majority of ITAs (45,352) were issued to candidates under the Canadian Experience Class (CEC). The Provincial Nominee Program (PNP) followed with 26,445 ITAs, and the Federal Skilled Worker Program (FSWP) received 17,897 ITAs. The Federal Skilled Trades Program (FSTP) saw a much smaller number, with only 8 ITAs issued.

Impact on CRS Scores

The introduction of category-based selection draws has had a noticeable effect on CRS scores. Most candidates had CRS scores ranging from 300 to 550, making up 93% of the pool. Following these specialized draws, the average CRS score for all-program generic draws increased above 500.

Gender Distribution in Express Entry

The 2023 data reveals insights into gender distribution among Express Entry applicants. Men received 57% of ITAs, while women received 43%. Men were more likely to receive ITAs under the CEC (52%) and PNP (26%), whereas women were more likely to be selected through the FSWP (33% versus 22% for men).

Occupational Trends

Work experience continues to play a crucial role in Express Entry eligibility. In 2023, many ITAs were issued to candidates in technology, finance, and computer-related occupations. For the second consecutive year, software engineers and designers were the most likely to receive ITAs (7,259 ITAs), followed by software developers and programmers (5,183 ITAs). Among the top 15 occupations, 10 are classified as Tier 1 under the National Occupation Classification (NOC) system, often requiring a university degree.

Country of Residence and Citizenship

The report also highlights trends regarding candidates’ country of residence and citizenship. In 2023, most ITA recipients listed Canada as their residence (7,679 ITAs), followed by India (7,394 ITAs). Notably, Cameroon moved into the third spot with 3,828 ITAs, just ahead of Nigeria (3,822 ITAs).

Regarding citizenship, India remains the largest source country for Express Entry ITA recipients, followed by Nigeria and China.

Education and Language Proficiency

Education level continues to be a significant factor in the Express Entry system. Most ITAs were issued to candidates with postsecondary education, with 46% holding a credential of three years or longer, and 43% holding a master’s degree or a professional entry-to-practice degree.

Language proficiency also plays a critical role. In 2023, 78% of candidates had a Canadian Language Benchmark (CLB) score between 7 (24%) and 9 (31%). An additional 18% achieved the highest CLB 10, although this was a slight decrease from 21% in 2022.
